Suspects and Destinations: A Global Network
The cases now heading to court in Lithuania and Poland involve five men, citizens of Ukraine, Lithuania, and Russia. The Lithuanian investigation alone has uncovered at least 16 individuals from various nations involved in orchestrating and executing these terror plots.

A Catastrophic Chain of Events
The first incident occurred in Leipzig, Germany, on the morning of July 20th. A package, rigged with a pre-programmed electronic timer, detonated and caught fire just before being loaded onto a connecting DHL flight to the UK. Another package ignited inside a DPD cargo truck traveling through Poland during the night of July 21st. The package that reached the UK caught fire about a day later in a DHL warehouse in Birmingham. The fourth package, thankfully, did not ignite due to a device malfunction and was intercepted by authorities, providing crucial evidence about the mechanism and danger posed.
An International Task Force Assembled
Given the transnational nature and extreme danger of these attacks, Eurojust established a Joint Investigation Team involving Lithuania, Poland, Germany, the Netherlands, and the United Kingdom. Investigations received assistance from law enforcement and intelligence agencies in Estonia, Latvia, the United States, Canada, and Europol.
More Than Meets the Eye: Testing the Waters
The investigation also revealed that two test packages were sent to the United States and Canada. Two more similar packages destined for these countries were found in Amsterdam. This indicates a broader, more ambitious scope for the operation.

Over 30 raids were conducted across Lithuania, Poland, Latvia, and Estonia. Explosive materials and detonators, prepared for use, were seized. Some of the recovered explosive devices were designed to direct the blast. Hexogen was used for manufacturing these explosives, with a combined explosive power exceeding 6 kg in TNT equivalent.
Investigators also link some coordinators of these crimes to an attempted arson attack on an IKEA store in Vilnius on May 9, 2024. In total, 22 individuals are believed to have acted in the interests of Russian Federation intelligence structures.
